migration failed in Azure during distribution migration from sle12 to sle15

Microsoft Azure Virtual Machines

Situation

Following this document to perform a distribution migration fails:

Upgrading product SUSE Linux Enterprise Server for SAP Applications 15 SP1 x86_64.
command 'zypper --root '/system-root' --non-interactive refs SUSE_Linux_Enterprise_Server_for_SAP_Applications_x86_64' failed
Adding service SUSE_Linux_Enterprise_Server_for_SAP_Applications_x86_64: SUSE::Connect::ZypperError: Permission to access 'https://smt-azure.susecloud.net/services/1766/repo/repoindex.xml?credentials=SUSE_Linux_Enterprise_Server_for_SAP_Applications_x86_64' denied.
Unexpected exception.
Unknown error reading from 'plugin:/susecloud?credentials=SUSE_Linux_Enterprise_Server_for_SAP_Applications_x86_64&path=/services/1766'
History:

Migration failed.

Resolution

A bug is open and a fix is being determined.

The workaround is:

Before performing the migration, edit /etc/regionserverclnt.cfg and change dataProvider to:
```
dataProvider = /usr/sbin/azuremetadata -t --xml
```

Run the migration as documented.

After the migration finishes, switch /etc/regionserverclnt.cfg to the original metadata command:
```
dataProvider = /usr/bin/azuremetadata --api 2019-08-15 --subscriptionId --billingTag --xml
```
