SUMA shows "There is no migration available for this system." for SLES 15 SP3 clients

Environment

SUSE Manager All Versions

Situation

When attempting to migrate a SUMA client using the Product Migration tool in the SUMA WebUI, a message similar to the following is shown:
Product Migration - Target

Only shows migrations that are officially supported by SUSE in an online way. For offline migrations the autoinstallation feature in upgrade mode should be used.
There is no migration available for this system. For some of the installed extensions no successor could be found:

SUSE Manager Client Tools for SLE 15 x86_64
    Python 2 Module 15 SP3 x86_64
    Server Applications Module 15 SP3 x86_64
    Basesystem Module 15 SP3 x86_64
Different extensions may be listed, but the "Python 2 Module" is shown in the list. No migration targets are available for selection in the Product Migration tool.

Resolution

This issue is resolved by removing the Python 2 Module from the client. This can be removed by removing the package that provides it, 'sle-module-python2-release':
zypper rm sle-module-python2-release

Now that the package is removed, unsubscribe the client from the channels that provide this module. You can do so by selecting the client in the WebUI, going to the Software tab (in the main page, not on the navigation pane on the left), then the Software Channels tab, then deselecting the channels that provide this module.

In addition, after removing the RPM and channel from the client system, a package refresh must be run.
On the Systems, Client details page, Software tab, Packages, click the button on the right side of the screen titled "Update Package List". This will run a "package profile refresh" and let SUSE Manager know the files were removed from the client.

Cause

This issue is caused by the Python 2 Module being installed. SLES 15 SP4 is not shown as an available migration target because there is no Python 2 Module for 15 SP4, so SUMA's Product Migration tool thinks this is not a suitable migration target.

Additional Information

SLES 15 SP4 provides Python 3.
