Can not create a bootable "Rescue Floppy" disks in Linux

Environment

SuSE Linux Enterprise Server 10
 

Situation

Rescue Floppy Doesn't Work

ERROR This is not a SUSE Linux Enterprise Server boot disk. Please insert boot disk 2.

The 2nd and 3rd disks created contain ONLY the readme.txt file and the rest of the files are missing.

No errors creating the floppy disks. Verification completes as expected.

Resolution

The menu item for "Boot or Rescue Floppy" will be removed from the YaST2 Control Center.

Work around: If you are trying to install a new server, boot from floppy or see if you can boot to a pixy server.

Additional Information

When you create bootable floppy disks through:
Yast2 | System | Boot or Rescue Floppy

The first disk is the only complete disk created.
When the other disks (only tested 2 and 3) are created, there are no errors, but only the readme.txt exists on the disk.

It was reported that this was also tested with openSUSE 10 with the same results.
