Local user password storage

Resolution

Local users and their password hashes are stored in the kv store (by Consul, a distributed key/value store).  The passwords themselves are never saved.  Instead, passwords are hashed with SHA512 and the hash value gets stored.

The user's password is hashed and compared to the stored hash during login.
