IPv6 shows enabled in YaST after manually changing configuration files

Environment
SUSE Linux Enterprise Server 11 Service Pack 2 (SLES 11 SP2)
SUSE Linux Enterprise Server 11 Service Pack 1 (SLES 11 SP1)
Situation
After adding these three lines to /etc/sysctl.conf and rebooting it does not change status.
net.ipv6.conf.all.disable_ipv6 = 1
net.ipv6.conf.default.disable_ipv6 = 1
net.ipv6.conf.lo.disable_ipv6 = 1
A reboot is required whether manually editing this file or by doing it through YaST to get the change to be enforced.
Resolution
This is merely a cosmetic defect. When the system is rebooted the ipv6 will not be loaded into the kernel. You can verify this by performing these checks:
#cat /proc/sys/net/ipv6/conf/all/disable_ipv6
If it returns "1" then it is disabled, if it returns "0" then it is enabled.
Run
#ifconfig
The interfaces will not have the "inet6 addr:" line.
