Activation of PackageHub 15.1 through SMT/RMT fails with valid metadata not found

Environment

SUSE Linux Enterprise Desktop 15 SP1
SUSE Linux Enterprise Server 15 SP1

Situation

Activating PackageHub 15.1 through SMT/RMT fails for the first time with the below error message:
#SUSEConnect -p PackageHub/15.1/x86_64

Registering system to registration proxy https://smtserver/

Updating system details on https://smtserver/ ...

Activating PackageHub 15.1 x86_64 ...
-> Adding service to system ...
-> Installing release package ...
command 'zypper --no-refresh --non-interactive install --no-recommends --auto-agree-with-product-licenses -t product PackageHub' failed

Resolution

Applying the same command second time succeeds activating PackageHub without any error.
It is a known issue and the bug is raised for the same to fix it.

Cause

This is due to the fact that PackageHub is signed with a different GPG key.
