How to address EKS DescribeAddon permission error

Environment

SUSE Rancher 2.5 or higher
EKS Downstream cluster

Situation

Our list of permissions needed to create or manage an EKS downstream cluster are the minimum for achieving this [1].

Resolution

You will need to add the eks:DescribeAddon IAM permission to the account credentials used for managing the cluster [2]

Cause

If after the cluster creation, you add any EKS add-ons and you receive an error similar to the below one during an operation from Rancher  
Cannot access EKS, check cloud credential: error checking if ebs csi driver addon is installed: operation error EKS: DescribeAddon, https response error StatusCode: 403, RequestID: 7fbc2f4e-rfeb-499b-5d0c-85e0401c6393, api error AccessDeniedException: User is not authorized to perform this action
