Install of sapinit on sles10 sp2 missing files

Environment

SUSE Linux Enterprise Server 10 Service Pack 2

Situation

The old code used  /usr/sbin/SAPinit and /etc/init.d/sapinit
as each  run level was entered to set the sysctl values.
These files are no longer used so just ignore the fact that they missing.
They are not part of the current code

The new code uses:
     /usr/sbin/SAPconf
     /etc/init.d/boot.sapconf

Resolution

The two zero size files are non-functional non-installed place holders
in the spec file to avoid error messages during update from an older RPM
version of this package.
