Environment

SUSE Linux Enterprise Server
SUSE Linux Enterprise Desktop

Situation

Unable to connect via SSH
Error:  "refused connect from ::ffff:192.168.1.1" in /var/log/messages

Resolution

This error is caused by a denial from the server based on the rules in /etc/hosts.allow and /etc/hosts.deny.  Either add an entry to /etc/hosts.allow to grant access or remove the reject statement from /etc/hosts.deny.
