Environment

SUSE Linux Enterprise Server 12 Service Pack 4 (SLES 12 SP4)
SUSE Linux Enterprise Server for SAP Applications 12 Service Pack 4 (SLES for SAP Applications 12 SP3)
SUSE Linux Enterprise Server 15 (SLES 15)
SUSE Linux Enterprise Server for SAP Applications 15 (SLES for SAP Applications 15)
SUSE Linux Enterprise Server 15 Service Pack 1 (SLES 15 SP1)
SUSE Linux Enterprise Server for SAP Applications 15 Service Pack 1 (SLES for SAP Applications 15 SP1)

Situation

The symbolic link /etc/sysctl.d/99-sysctl.conf to /etc/sysctl.conf has vanished.

Resolution

No action required.

Cause

With SLES 12 SP4 onwards the symbolic link /etc/sysctl.d/99-sysctl.conf to /etc/sysctl.conf has been removed.

Since the sysctl commandline tool reads /etc/sysctl.conf directly, the symbolic link was just needed for /usr/lib/systemd/systemd-sysctl.
With the systemd package shipping the link /usr/lib/sysctl.d/99-sysctl.conf to /etc/sysctl.conf, the link in /etc/sysctl.d/ becomes obsolete.

Additional Information

man 8 sysctl   -  Commandline tool sysctl
man 5 sysctl.d -  Explains directories used by systemd-sysctl
