Apache won't start in SLES11 SP1 HAE Cluster

Environment
SUSE Linux Enterprise High Availability Extension 11 SP1
Apache2 WebServer
Situation
apache can start successfully outside of the HAE cluster.
crm_mon showing errors for apache resource.
/var/log/messages show the following:
lrmd: [25402]: info: rsc:apache:1:144: start
lrmd: [25402]: info: rsc:apache:1:145: stop
lrmd: [25402]: info: RA output: (apache:1:stop:stderr) /usr/lib/ocf/resource.d//heartbeat/apache: line 437: kill: (2223) - No such process
apache[2255]: INFO: Killing apache PID 2223
apache[2255]: INFO: apache stopped.
Resolution
2. Make sure the /etc/hosts file has the "127.0.0.1 localhost" line.
