scaling_governor not visible for all CPUs

Environment

SUSE Linux Enterprise Server 12 Service Pack 3 (SLES 12 SP3)
HP ProLiant G6, G7, Gen8 or Gen9 based hardware

Situation

While trying to change the scaling_governor to performance it is observed, that this setting is not available for all CPUs in the system:

# ls -d /sys/devices/system/cpu/cpu4/cpufreq/
/sys/devices/system/cpu/cpu4/cpufreq/
#  ls -d /sys/devices/system/cpu/cpu5/cpufreq/
ls: cannot access '/sys/devices/system/cpu/cpu5/cpufreq/': No such file or directory

Resolution

Please change the power settings to HP Power Regulator.

Cause

This behavior may be observed if the BIOS is set to HP Dynamic Savings Mode.
