Dell iDRAC USB NIC interfaces aren't automatically assigned a link local IPv4 address.

Environment
Situation
The iDRAC (integrated Dell Remote Access Controller) USB NIC interface isn't assigned an IPv4 link local address (169.254/16) automatically by DHCP.
Resolution
The server administrator may configure the iDRAC USB NIC interface to use a static IP address in the 169.254/16 subnet. One place this can be done is in the Network Settings module found in YaST, which can also be loaded directly with the command, "yast2 lan".
Cause
The Wicked network manager complies with RFC 3927 (https://tools.ietf.org/html/rfc3927). This prohibits IPv4 addresses within the 169.254.0.0/16 subnet from being configured via DHCP.
