net-snmp

The net-snmp package provides command line tools to get and set data from/on SNMP-capable devices, a daemon which can process and respond to SNMP traps, as well as an agent that can provide management information about a system via SNMP.
perl-SNMP
The perl-SNMP package provides a Perl API for SNMP.
php5-snmp
The php5-snmp package provides a PHP extension that allows fetching and setting data from/to SNMP-capable devices.
Ethereal (Wireshark)
The Ethereal network analysis tool (now renamed to Wireshark) can be used to capture and analyse network traffic. It supports SNMP protocol analysis.
Additional Information
SNMP, the Simple Network Management Protocol, is a popular standard for monitoring network devices such as routers and switches. More background on SNMP can be found e.g. at Wikipedia.
