libvirtd apparmor profile prevents Xen domains from starting

Situation
After upgrading libvirt packages on sles 12 virtual guests fail to start: # virsh create sles12.xml error: Failed to create domain from sles12.xml error: internal error: libxenlight failed to create new domain 'sles12'

Resolution
Cause
The problem is due to a regression in the apparmor profiles for /usr/sbin/libvirtd. This regression prevents Xen from working properly.
