Environment

Situation

Systemd service units can be configured with KillMode=none. However when this option is used, processes belonging to the unit are not forced to terminate when the service stops. This increases the risk of misbehavior because processes might stay up even if their services assumed to be stopped and expected not to consume any resources. For this reason this option is deprecated.

SUSE generally recommends to not use 
KillMode=none but some applications have additional internal consistency mechanisms which help to mitigate negative side effects. These applications can continue to use the KillMode=none configuration option (nevertheless it is recommended to rework these applications so they don't rely on  anymore).
 

Resolution

Applications should not rely on a sane automatic stop during the operating system shutdown but should be stopped explicitly before shutting down the OS.
