Protect mode behavior for host mode networking pods

Situation

Some pods need access to the host network namespace to perform their functions.  Pods under the kube-system namespace, for example.  The setting that enables host mode networking is .spec.hostNetwork: true.  

Pods with host mode networking share the same host IP address and are generally necessary system pods for cluster functions.  NeuVector runtime protection will not block traffic in host mode pods.  Protect mode functions the same as Monitor for these pods.

Under protect mode, policy violations will only trigger alerts.
