fence_vmware_soap is missing

Environment

SUSE Linux Enterprise Server 12 Service Pack 4 (SLES 12 SP4)
SUSE Linux Enterprise Server 15

Situation

After upgrade to SLES 12 SP4 or SLES 15 fence_vmware_soap is not available anymore.

SLES 12 SP3:
# rpm -qf /usr/sbin/fence_vmware_soap
fence-agents-4.0.25+git.1485179354.eb43835-4.11.1.x86_64

After zypper migration (SLES 12 SP4):
# rpm -qf /usr/sbin/fence_vmware_soap
error: file /usr/sbin/fence_vmware_soap: No such file or directory

# rpm -q fence-agents
fence-agents-4.2.1+git.1537269352.7b1fd536-1.7.x86_64

Resolution

Migrate your cluster setup to fence_vmware_rest E.g.
primitive node1_fence stonith:fence_vmware_soap \
        params ipaddr= login="" passwd="" ssl_insecure=1 port=VM_NAME \
Need to be changed to: 
primitive node1_fence stonith:fence_vmware_rest \
        params ip= username="" passwd="" ssl_insecure=1 plug=VM_NAME \

Cause

vmware_soap relies on the suds library which was dropped in SLES 12 SP4 and SLES 15
