[Rancher] Will Rancher fix the issue and release a patch, if the problem is root-caused in Flannel and Canal?

Resolution

Yes. Any issues root-caused in one of these two projects will be supported fully, like how any Rancher product issue would be.
Rancher Support and Engineering will always recommend running latest versions of the CNIs which are in accordance with the support matrix.
