error: watchdog_init_fd: Cannot open watchdog device '/dev/watchdog': Device or resource busy (16)”

#RuntimeWatchdogSec=10
#ShutdownWatchdogSec=60
DefaultTasksMax=4096

Cause

IPMI Watchdog: driver initialized in messages file grabbing a hold of /dev/watchdog, this required removing ipmi modules.

After removing IPMI modules the /dev/watchdog was Indicating that watchdog was still in use.

An lsof /dev/watchdog indicated that systemd was now accessing /dev/watchdog.

This required commenting out the watchdog options from /etc/systemd/system.conf.
