Unable to load Yast in GUI with Minimal Install

Environment

SUSE Linux Enterprise Server 15
SUSE Linux Enterprise Server 12

Situation

Unable to load Yast GUI in Desktop with Minimal Install i.e. IceWM which is a Minimal X Windows for Linux. When attempting to load a YaST module, the following are observed:
This needs libyui-qt-pkg16 to be installed
Followed by an error:
Error: Package libyui-qt-pkg16 could not be installed.
Running SUSEConnect --list-extensions shows the Desktop Applications Module is not active.

Resolution

Activate the Desktop Applications Module, for example:
# SUSEConnect -p sle-module-desktop-applications/15.4/x86_64

Run the desired module again so it can install the required packages.

Cause

The Desktop Applications Module contains extensions and libraries required to run GUI programs that are made using QT development platform.

Additional Information

QT Development platform is available only within the Desktop Applications Module for SUSE Linux Enterprise Server, if you start with a minimal install and later add components such as GUI or the ability to VNC for Remote Administration it is imperative that you add Desktop Applications Module for programs.
