libicu 4.0-46.1 shows wrong output in international timeformat

Environment

SUSE Linux Enterprise Server 11 Service Pack 4 (SLES 11 SP4)
SUSE Linux Enterprise Server for SAP Applications 11 Service Pack 4

Situation

After installing icu (4.0.-46.1) the output of testscript shows up wrong

with libicu=4.0-38.1 (working) 

sles11sp4:~ # php bin/test.php
locale of the formatter is : de
First Formatted output is Mittwoch, 31. Dezember 1969 16:00:00 Vereinigte Staaten (Los Angeles)
locale of the formatter is : de
Second Formatted output is Mittwoch, 31. Dezember 1969 16:00:00 Vereinigte Staaten (Los Angeles)

with libicu=4.0-46.1 (not working) 

sles11sp4:~ # php bin/test.php
locale of the formatter is :
First Formatted output is 19691231 04:00
locale of the formatter is : de
Second Formatted output is Mittwoch, 31. Dezember 1969 16:00:00 Vereinigte Staaten (Los Angeles)

Resolution

A bug has been opened and it will be fixed in the next maintenance release.

In urgent cases please open a Servicerequest and request a PTF .
