Applying a state to a salt minion results in an error after upgrade to salt 2018: " 'bool' object is not iterable. "

Situation

A salt minion has been upgraded to some of the latest versions (2018 family instead of 2016). Calling a salt state will result in an error:

# salt-call state.apply
[WARNING ] /var/cache/salt/minion/extmods/grains/cpuinfo.py:22: DeprecationWarning: Use of 'salt.utils.which_bin' detected. This function has been moved to 'salt.utils.path.which_bin' as of Salt 2018.3.0. This warning will be removed in Salt Neon.

Passed invalid arguments: 'bool' object is not iterable.


Resolution

The salt master (SUSE Manager server) should be updated to the latest version as well, also in the salt 2018 family.
This can be achieved through yast or simply by running zypper commands. The affected services should be restarted afterwards:

# zypper ref && zypper patch && zypper patch
# systemctl restart salt-master.service

Any other updated service needs to be restarted as well, this can be checked with:

# zypper ps -s

Cause

Incompatible versions of salt in salt master and salt minion.
