cpupower tool unable to read boost states for AMD Rome CPUs

Environment

SUSE Linux Enterprise Server 15 SP1

Situation

The cpupower tool is unable to read the boost states in AMD Rome CPUs and reports it as zero.
The issue does not result in functionality loss.

Resolution

Fixed in update for cpupower - cpupower-4.19-6.5.1.x86_64.rpm (Feb 25 2020)

Cause

The mechanism to read boost states for AMD Rome CPUs was not available.
